Highlights From Our City Commissions, Councils and More At Work

City Council Nov 1st

City Council Agenda is here and the youtube is here. 
Non-Agenda open comments included mention of the passing of former Mayor Charlotte Townsend, appreciation for everyone's efforts for the Annual Halloween events and comments on Carmel addresses.
Agenda items included: Chief Ward covered feedback report on the Aug 2023 Car Week, Design Traditions Strategy Paper update, interim extension to the current Beach Fire Pilot Program (to bridge until May of 2023, while a parallel effort will continue on propane only long term program is crafted and reviewed), local Hazard Mitigation Plan, agreement between Monterey County and our City on State supplied funding for housing, building codes first reading, and HRB board member qualification expansion.

Design Traditions Steering Committee Meetings Nov 3rd & 18th

This team effort continues to work to guide new inputs and topics to be covered in the refresh of the Carmel-by-the-Sea Design Guidelines & Zone Updates.

Forest & Beach Commission on Nov 10th

Not routinely covered, but a topic of community interest was the proposed "Median Islands on South San Carlos" that drew significant comments on this project proposal. The Commission and City Staff concluded that a workshop for this item is likely the best next step. Ad Hoc Committee Housing Element Update Public Meeting Nov 17th

Every 8 years, required by California State Law, our City must update the Housing Element of our General Plan. Our next update is due by December 2023.  With the most recent RHNA #'s (Regional Housing Needs Allocation of 349 housing units for Carmel-by-the-Sea), the challenge is to include updates that reflect targets, feasibility, processes and incentives to increase the density of our 1 square mile village, with scarce open space. Our City is not responsible for building new housing; this is the role of developers and property owners.

As crafted by Ad Hoc Council Members Karen Ferlito & Boby Richards with City Planning Staff... “The mission of the Housing Ad Hoc Committee is to provide guidance as the City updates the Housing Element of its General Plan. The Committee will participate in public outreach and education; consider opportunities and incentives for the development of affordable housing; and explore creative, tailored solutions to meet the City’s workforce and range of other housing needs while preserving the character of Carmel by-the-Sea”
